AccordingtoresearchbyformerstudentAndrewBurbidge,officialdocumentsshowthegovernmenttookpossessionoftheWilliamstownGrammarSchoolinJuly1914,andbeganpayingthestaffinOctoberthatyear.Thegrammarschoolhadopenedin1867tocaterfortheneedsoftheburgeoningcommunityforatthattimethegovernmentmadenoprovisionforschoolingbeyondyear8.
Thestateacceptedresponsibilityforsecondaryeducationin1904andtheMelbourneContinuationSchoolwasopenedin1905(latertobecomeMelbourneHigh).SimilarschoolsfollowedinBendigo,GeelongandCastlemaineandby1910therewere10suchschoolsinthestate,includingUniversityHigh.Anothereightcontinuationschoolsopenedin1912.EventuallythecommunityofWilliamstownwasrecognised.
MrBurbidgefoundareportintheWilliamstownAdvertiserofOctober31914thatsaid“TheGrammarSchoolopenedonThursdayasanelementaryhighschool.”Theboroughcouncilandtheschoolcouncilofthetimegavethedepartment3000pounds,itsbuildingandfouracresoflandinPascoSt,apointnotedinAHistoryofStateEducationinVictoria,publishedin1922.

WilliamstownHighSchoolhascarriedthemotto“HoldFast”sinceitsinception.Theschool’sfirstheadmaster,MrF.W.Johnson,revealeditsoriginswhentheschoolcelebrateditsjubileein1965.
Whentheschoolwasbeingestablished,MrJohnsonsuggestedthemotto“Don’tDrift”becausehewasconcernedaboutthenumbersofstudentsdriftingawayfromeducation.However,thethenVictorianDirectorofEducation,MrFrankTate,recommendedthemorepositive“HoldFast”.
ThiswasthetimeofWorldWarIandallAustralianswereanxiousabouteventsinEurope.AstributetoBelgium,whichhadbeeninvadedbyGermany,theschooladoptedthecoloursofitsflag,red,yellowandblack.In2000,abluebandwasaddedtothecrestwhenWHSmergedwithPointGellibrandGirlsSecondaryCollege.
